Petroleum merchandise entrepreneurs and depot house owners
have mentioned that regardless of the directive by Performing
President Yemi Osinbajo to the Ministry of Finance to pay the
entrepreneurs their excellent subsidy claims, which they
estimated at about $2 billion, none of them was paid as at shut of labor on Friday.
THISDAY had reported that Osinbajo summoned a gathering of the key Oil Entrepreneurs Affiliation of Nigeria (MOMAN) and the Depot and Petroleum
Merchandise Entrepreneurs Affiliation (DAPPMA)
on Could 22, which had the Minister of Finance, Mrs. Kemi Adeosun; Minister of State for Petroleum Sources, Dr.
Ibe Kachikwu; and the Central Financial institution Governor, Mr.
Godwin Emefiele, in attendance.
It was gathered that at the top of the assembly, the Performing
President was mentioned to have directed the Finance Ministry to
pay the entrepreneurs all verified claims in order that they
may resume importation of petrol.
Nonetheless, a presidential supply final evening stated there was no formal order in the true sense
of it. The supply who did not wish to be named stated the entrepreneurs can be paid in no distant time, explaining that
the present delay is on account of scarcity
of funds.
The Govt Secretary of DAPPMA, Mr. Femi Adewole, additionally confirmed that Osinbajo had given approval for the entrepreneurs to be paid all verified claims.
He, nevertheless, raised the alarm that regardless of the directive
by the Performing President, the entrepreneurs had not but been paid.
He identified that the delays within the fee of the entrepreneurs` claims may precipitate disaster within the downstream sector because the banks have not backed down on their threats
to grab tank farms over the unpaid loans borrowed by
the entrepreneurs to fund importation through the subsidy regime.
“The Performing President has issued approval for the entrepreneurs to be paid. It is the Ministry of Finance that is telling us tales. As on the shut of labor on Friday, I spoke with the entrepreneurs however none of them has acquired any cost. However the Performing President has given the required approval,” Adewole defined.
On the speculations that the entrepreneurs would shut down their
depots on July 1 (yesterday) in protest in opposition to the unpaid payments, Adewole stated it was not a matter of happening
strike as no financial institution is presently giving the entrepreneurs credit score to import merchandise.
He mentioned until the federal government paid the excellent claims, entrepreneurs
could not return to the banks to request for credit score for
importation.
“The banks will not be giving us cash and are nonetheless threatening to grab our tank farms for failing to pay the debts. So, it is not a problem of occurring strike or not happening strike as a result of we wo not go to financial institution to ask for cash now,” he
added.
The failure of the federal authorities to pay the entrepreneurs their subsidy claims and matured
Letters of Credit score (LCs), estimated by the entrepreneurs at about
$2 billion, had eroded their capability to import petrol, thus imposing the burden of importation of the
product on solely the NNPC.
The massive debts, which grew because of rising price of forex and the curiosity charged by the banks that funded the importation of
the cargoes, had since pressured overseas banks such because the Citi Financial institution of latest York,
BNP Paribas and others, which offered the LCs for the importation, to cease opening traces of credit for petrol entrepreneurs.

His phrases: “Mr. Francis, you might be being unfair to me. How do you count on me to name the minister at about 6:Forty pm on a Saturday? I do know what you need to do: you have gotten written your story and determined to name by this time in order that you will say the ministry refused to react.”
Efforts to clarify to him that the request for the ministry is response was sequel to the declare by
oil entrepreneurs yesterday that the Performing President is directive on fee of their claims had not been carried out by
the ministry have been futile.
Dambatta, nevertheless, expressed his regrets, however insisted there was no method he may
attain the minister on a Saturday night.
In the meantime, NNPC on Saturday mentioned it intends to keep up a
gentle provide of petroleum merchandise throughout Nigeria regardless of renewed name on the federal authorities by oil entrepreneurs to
pay excellent monetary subsidies owed them, or the nation dangers a contemporary
spherical of petroleum merchandise scarcity.
Group Normal Supervisor, Public Affairs of NNPC, Mr. Ndu Ughamadu, described the complaints and place of the entrepreneurs as unlucky.

The Crucial of Unity
It offers me nice pleasure to be with our kith and kin in Ekiti.
I have to subsequently thank my brother governor for the type invitation to the twentieth anniversary of the creation of Ekiti State.
This apparently is coming on the heels of the twenty fifth anniversary of the
creation of our personal state, Osun, on August 27.
I congratulate all Ekiti folks at residence and abroad, particularly
the founding fathers who fought for the creation of the state and those that made
sacrifices for the take-off of the then new state.
Provided that Nigeria herself is simply fifty six, 20 years for
any of its states is a reasonably vital time. Only a few
individuals will doubt that certainly one of the
needs of state creation, which is the event of a state capital – taking a look at Ado-Ekiti – has been largely
fulfilled. Ado has been remodeled into a big city centre with an enormous inhabitants – albeit attracted from all of
the cities and villages of Ekiti – together with Ekiti indigenes at dwelling
and the Diaspora.
Though our two states, Osun and Ekiti, have been created otherwise and at totally different instances, the
primal bond between us started with the progenitor of our race,
Oduduwa. We are Yoruba from Ile-Ife. Our individuals in Osun, particularly the Ijesa, Ife and Igbomina
have particular affinity with Ekiti individuals within the particular delicacies of pounded yam and palm-wine,
the adamo music, farming the identical meals crops and cocoa.
Additionally they share the identical world view of being sticklers to integrity and uncompromising stands on righteousness and
pursuit of justice – the Omoluabi credo.
We additionally share the identical ardour within the pursuit
of training. Our forebear, Ogedengbe Agbogungboro afikankan loju ogun, chief
of the Ijesa military, and Fabunmi of Okemesi mixed forces to prosecute the Ekiti Parapo
conflict of 1877-1893. This was the very best
stage of historic collaboration by two kingdoms to combat towards injustice and oppression and the enthronement of liberty and federalism in Yorubaland.
Extra nonetheless, synthetic partitioning with state
creation left components of the historical Ijesa kingdom in Ekiti State,
in what will probably be an eternal inseparability between our two states.
We have got additionally traditionally been progressive leaning.
From the primary Republic to current day, our two states have supported progressive political events.
This may sound uncomfortable however that Ekiti State is underneath
PDP rule is simply an interregnum. The individuals are progressives at coronary heart and sooner than later, there can be a realignment of forces and the individuals will come to the
place they actually belong.
We are all conscious of the massive monetary challenges our nation is dealing with, which has affected not solely the Federal Authorities however a minimum of 27 states of the federation.
That President Buhari introduced to the entire world on the United Nations Common Meeting in New York final month that 27 states are in dire monetary straight ought to clear doubt from the thoughts
of anybody nonetheless considering we are taking part in video games.
You will recall that when oil offered for as much as $140 per
barrel, the Federation Account was receiving in excess of N1.2
trillion, which made the Federal Government’s fifty two p.c share to high
N600 billion month-to-month. When oil fell to about $28 per barrel, the whole Federation Account basket was receiving simply just a little over N200 billion, lower than one
third of what the Federal Authorities alone collected in good
occasions.
Oil worth goes up and down, and its at a median of $forty five dollars now;
however our drawback is not just in regards to the falling value.
We have got a double whammy in that not solely has the value dropped,
however our each day oil manufacturing has additionally
fallen as nicely. From all accounts, we are dropping the manufacturing of
not lower than a million barrels of crude oil per day, out of our 2.1 million barrels OPEC allocation, as a result of sabotage
by militants within the Niger Delta.
We are due to this fact in recession as a result of we not have sufficient International Trade to finance our imports.
We are dependent on imports for the whole lot.
We import meals, cars, petroleum merchandise, medication,
clothes, constructing supplies, machineries, electronics, cosmetics and family merchandise.
At official degree, in keeping with NNPC, we spend
$20 million each day or $1.Eight billion quarterly, which interprets to $7.2 billion yearly, to import gasoline.
We additionally spend $20 billion yearly to import meals.
This may embody $seven-hundred million on fish.
There are conflicting figures however the very best, from a
former Minister of Commerce and Business, Engr.
Charles Ugwuh, claims that we spend $2.6 billion yearly to
import rice, whereas the CBN claims that our rice import
invoice for 3 years value $2.Four billion. It can even embrace wheat, biscuits, noodles, dairy merchandise, pastas, wines
and different meals objects.
By importing, we are merely growing the economies of the
nations we purchase from via job creation, worth chain upkeep and different
spin-off results of manufacturing.
You will be able to think about that there are seven million autos
on our roads and we do not produce a single tyre for them. If the typical lifespan of a tyre is three years, then each three years, we want 28 million tyres, engaged on the assumption that a median automobile has 4 wheels.
We should then discover a strategy to import 28 million new or used tyres.
We are able to think about what impact it will have on our financial system if we produce simply half of those tyres at dwelling.
I remember there was a tyre rethreading firm in Ado.
That would have been upgraded to a full tyre manufacturing firm.
Then in fact, we import textiles and clothes objects,
together with handkerchiefs, underwear and footwear to the tune of
$four billion in a 12 months. Other than conventional wears,
just about all formal wears are actually imported.
For a really very long time now, I have stopped sporting non-conventional dresses.
If half of the nation had been like me, it signifies that no less than eighty
million individuals will have interaction our native tailors and retain that complete transaction inside our economic system.
What we are able to do within the brief time period
is to seek out various sources of funding for the deficit by way of borrowing and disposing off idle asset.
We must also wrap up the battle within the Niger
Delta to have the ability to ramp up oil manufacturing.
Including a million barrels to our manufacturing
will take us out of the woods. Plugging leakages and recovering loot, as the federal government is doing, is a proper step
to maximise the present state of affairs.
One other brief time period answer is to, within the Keynesian mode, interact within the
direct employment of our youth. Regardless of neoliberal opposition, this coverage has by no means
failed in addressing depression previously. This is without doubt one of the
improvements we dropped at governance. Our administration has carried
out the engagement of two tranches of 20,000 youths, totalling forty,000, in public works.
They were not given everlasting employment however engaged as
volunteers and given month-to-month stipends.
They had been ultimately given gentle touchdown in the
varied empowerment schemes of the federal government in agriculture, instructing and data communication know-how.
In lower than two years of taking the youth off the streets,
crime price in Osun dropped to rock backside. It additionally reflated the native economic system because the N200 million month-to-month allowances given to them percolated to the grassroots.
It is authorities cash effectively spent. The programme has since
been adopted by the World Financial institution and launched
nationally in a modified kind. However the long run resolution is
for us to get off import addiction. We should always revive
agriculture. I by no means hid my intention, from day one,
on my dedication to agriculture, particularly meals manufacturing.
Agriculture will present meals, give us meals safety and reduce our
dependence on imported meals; it can present uncooked supplies for industries and supply the muse for the event of agro allied industries.
However for agriculture to be significant,
there have to be productiveness. Within the developed world, between two and 5 p.c of the inhabitants interact
in agriculture. Right here, greater than forty p.c of our persons are farmers,
but we ca not feed ourselves. It is because our productiveness could be very low.
As an example, whereas Nigeria and far of Africa are main producers of cassava,
the normal yield per hectare has been round 10 tonnes, whereas world
common in 2010 was put at 12.5 tonnes. Nevertheless, India’s common yield in 2010 was
34.Eight tonnes per hectares and Thailand’s yield is reported to be a whopping one
hundred twenty tonnes per hectare.
If we will double our meals output from cultivating the identical land dimension as we at present do, it is
feasible to remove starvation from our nation. However this would
require innovation in crop science, agriculture mechanisation, improved inputs and agriculture entrepreneurship.
The data base needs to be widened and scientific findings must be delivered to (and
utilized by) the farmers. Regrettably, a lot of our agricultural practices are nonetheless
primitive, utilizing hoes and cutlass and farming strategies which
can be at the very least two centuries previous.
The time has come now that we will now not ignore the decision for the mixing of the economies of Yorubaland.
We fought a sixteen yr civil conflict whose major function was to take care of the autonomy of the varied
kingdoms and preserve federalism in Yorubaland.
One of many classes we took away from that battle was the necessity for the unity of function. There may be energy in unity.
That is the second crucial of federalism. Whereas federalism primarily
asserts autonomy, it additionally calls for unity.
Federalism requires that we surrender a part of our
proper to self-dedication so as to have the ability
to share our strengths and weaknesses.
Whereas it is impracticable for now to politically unify the Yoruba nation into one political platform,
it is going to be onerous to dismiss the notion that the area was higher governed as
one entity within the colonial and rapid put up-colonial period.
Every thing functioned nicely and there was prosperity.
Folks nonetheless look with nostalgia at what was thought of the golden period in Yorubaland.
The political division we have now in Yorubaland ought to serve the aim of stimulating
growth between competing ideologies and political events,
not for low depth however destructive civil conflict through
which a couple of people search energy for self-aggrandisement on the expense of
our individuals. We should always all take a look at the
massive image of how our area fares inside Nigerian federalism and the curiosity of all our folks on the earth at giant.
We should have a broad platform wherein we are on the identical web page on broad problems
with financial growth, training, agriculture, tourism, electricity,
transportation, arts and tradition. Even a unified place will strengthen our calls for
from the Federal Authorities.
Our states have been created as atomistic our bodies dependent on federal allocation each month.
When issues have been good, we had been doing wonderful,
however when issues are unhealthy, as they presently are, then we are in hassle.
This is not good in any respect. We must be economically buoyant as a area always.
Lots of the affluent international locations of Western Europe will not be as much as
the Western Area in inhabitants and land dimension. There is not any
purpose due to this fact why we ca not unite to carry out
our greatest for the event of our area and prosperity of our folks.
A few of us have been making the case for financial integration of the
Yoruba nation. Our place has been that we are able to get the
most effective deal by leveraging our inhabitants and
the Lagos marketplace for financial improvement of our area, particularly in agriculture.
Between our states that produce the identical crops, particularly
money crop of cocoa and timber, there is the necessity
to determine a uniform template in high quality management, product improvement and taxes and charges.
This may convey growth and eradicate dishonest.
The inescapable truth is that no Yoruba state, with the
exemption of Lagos can survive alone. Due to this fact, by the drive of historical past and geographical proximity, we have got to return collectively, faucet
our considerable human and materials sources and use them to uplift our folks.
After failing to secure the conviction the Senate President, Dr.
Bukola Saraki on alleged false declaration of his assets at the Code of Conduct Tribunal, the Code of Conduct
Bureau (CCB) has cited lack of proper and diligent investigation as responsible for unsuccessful prosecution of corruption related
cases.
Acting Chairman of the Bureau, Mr. Ngusha Agom Tor who disclosed this on Tuesday however lamented that proper investigation is capital intensive.
He noted that without proper investigation of cases, it will
be difficult to secure conviction.
Only recently, the Senate President, Dr. Bukola Saraki was discharged and
acquitted by the Code of Conduct Tribunal on the false assets declaration charges brought against him by
the Federal government.
Speaking at the 2017 Children’s Forum organised by the Bureau to mark the International Children’s day in Abuja,
Agom Tor who took over the affairs of the Bureau from Mr.

against corruption can only succeed if proper investigation of cases is achieved.
“You know if a case is properly investigated, the possibility of securing conviction is high. It will be difficult for the defence lawyers to knock it off in court because there will be water tight evidence, but it is very costly.
“Take the case of James Ibori for instance, it cost
the Metropolitan Police huge sums of money to investigate the case that
nailed him. The Bureau does not have that kind of funds to embark on such investigation especially if it involves
foreign trips.” He lamented.
Following the directive from The presidency disengaging Mr.Sam Saba as Chairman CCB and his 9- member Governing Board of CCB , Mr. Sam Saba handed over the affairs of the Code of Conduct Bureau to the most senior Director of CCB , Mr. Ngusha Agom- Tor (Director Reform Coordination and Service Improvement).
Meanwhile, the Acting Chairman of the CCB has called on youths in the country to shun corruption in all its manifestation and to report every act of corruption or abuse of office to the Code of Conduct Bureau or other ant-corruption agencies.
In addition, he task children to ask their parents who are public officers, but stupendously rich, the source of their income.
The theme of this year’s children forum is “Nurturing the values of honesty
and accountability in the Nigerian youth.”
Agom-Tor said the Nigerian youths must take their future in their hands by being in the vanguard of the fight against corruption.
Highlights of the event included debate competition, drama presentation by schools, and National Youth Service Corps (NYSC) members as well as presentation of gifts and awards.

Fight against Corruption needs proper investigation—-CCB
From: Godwin Tsa, Abuja
After failing to secure the conviction of the Senate President, Dr. Bukola Saraki on alleged false declaration of his assets at the Code of Conduct Tribunal, the Code of Conduct Bureau (CCB) has cited lack of proper and diligent investigation as responsible for unsuccessful prosecution of corruption related cases.
